I am in process of creating agency from freelance to business, and trying to figure our skilled resources. But it seems very tough for me because i don’t want compromise on quality work.

You can give the freelancers tests or challenges to understand if they are the right fit for the job.

Can you be more specific about the challenges you face?
Is it finding the right people? Knowing who is skilled? Who to trust?

as we build our team, so i need to hire people in-house. It’s get very tough for getting skilled people

Maybe pay them on a one time basis to see if you like what they do, and like them well enough personally to keep working with them?
